If somebody says something intelligent, or something that you agree with, or just plain funny, you can click the "rep" button below their avatar. I'm not 100% familiar with how long it takes, but over time the number of green dots under your avatar will increase. The idea is that more infrequent posters and visitors will have an idea who's been around a long time, and who makes intelligent points.

BTW, you can also give negative rep by clicking on the button if someone is being an idiot.

You can hit the rep button below the person name and say if you like or dislike the persons view.

If a guy always said very negative or just plain stupid things most people might give him negative rep and when people say him post they might know this person always does this and people generally don't agree with him. Conversly, if somebody gets a lot of rep people might respect their opinions a little more.
