That's 100 percent a charge. Its a player control foul. Defender doesnt have to be not moving to draw a foul if the offensive player is out of control. Cumberland tried to push through two players. You can't just bowl guys over.

refs are doing exactly what sedziobs article says they will. call fouls on the team that has the fewest fouls.
