The NCAA does...? You have to submit a waiver to them indicating why you need to have a medical redshirt and provide medical documentation. They then review it and have to approve it; you don't just claim "I WANT MEDICAL REDSHIRT" and you get it.

Evans had to play 38 minutes in the last game, so he's fatigued. He'll shoot under 50% from the free throw line and commit 5 turnovers. Cane is well rested. He'll make at least 5 threes.

I'm honestly not sure what you're trying to say here. I could be wrong, but I think you're trying to say he only had a minor injury but since he had only played a little Cronin is deciding to sit him the rest of the season and call it a Medical Redshirt. If this is the case, have you even read anything I've posted?
I'll try one more time: You HAVE to provide the NCAA with medical documentation showing why it's a SEASON ENDING injury or illness. You can't just have rolled your ankle so you're out a week and decide to redshirt. It has to be a serious injury or illness that results in you missing the entire rest of the season. Cronin has no power to give out a medical redshirt. All he can do is submit the information to the NCAA and hope they grant it.
